Dr. Chibuzo Okereke

Dr. Chibuzo Okereke is a Nigerian legislative governance expert, public policy strategist, governance reform advocate, academic, youth development leader, and political mobilization strategist whose work spans legislative strengthening, public financial management, democratic governance, institutional accountability, youth leadership development, and social impact initiatives across Africa.

He is an alumnus of the Young African Leaders Initiative (YALI-RLC), a flagship United States Government leadership programme for emerging African leaders. He is also an alumnus of the European Union (EU) Inter Pares Legislative Capacity Development School and the Centre for Leadership, Strategy and Development (Centre LSD) Leadership School, where he received advanced training in governance culture, leadership philosophy, and democratic institution building.

At the continental level, Dr. Okereke served as Regional Director for West Africa under the African Union Agenda 2063 Chapter, contributing to citizen engagement, youth participation, and advocacy initiatives supporting Africa’s long-term development agenda.

As a Legislative Consultant to the Public Accounts Committee of the House of Representatives, Dr. Okereke has contributed significantly to strengthening parliamentary oversight, fiscal governance, transparency, and accountability in public financial management. During this period, the Committee’s oversight efforts resulted in the recovery of substantial public funds for the Federal Government through investigations into revenue leakages and outstanding financial obligations. Public reports indicate recoveries exceeding ₦50 billion, ₦61.5 billion, and later over ₦200 billion through successive accountability initiatives and fiscal compliance measures.

Dr. Okereke spearheaded the organization of the First International Conference on Public Accounts and Fiscal Governance in Nigeria and played a leading role in facilitating Nigeria’s hosting of the Annual General Conference of the West African Association of Public Accounts Committees, thereby strengthening regional collaboration on parliamentary accountability, fiscal governance, and financial oversight.

He is the Co-Convener of the National Legislative Conference, Nigeria, one of the country’s largest gatherings of legislative and governance stakeholders. The conference serves as a premier policy roundtable for interrogating emerging governance issues, advancing democratic reforms, promoting institutional strengthening, and fostering dialogue among policymakers, legislators, development partners, academics, and civil society actors on the future of legislative governance in Nigeria and Africa.

Widely recognized for his innovations in legislative performance measurement and institutional accountability, Dr. Okereke is credited with designing and implementing the Legislative Horizontal Accountability Framework for the Nigerian House of Representatives through the House Committee on Monitoring and Evaluation. The framework introduced a groundbreaking system for measuring legislative productivity against the House Legislative Agenda and the jurisdictional mandates of standing committees, representing the first institutionalized mechanism of its kind within Nigeria’s legislature.

He is also the innovator of the National Assembly Deliberative Barometer (NADB), regarded as one of Africa’s most comprehensive legislative performance indices and scorecards. The Barometer provides empirical measurement of legislative productivity, oversight effectiveness, representation outcomes, policy contributions, and institutional performance. Its methodology has been widely acknowledged as comparable in scope and analytical depth to internationally recognized legislative assessment models, including the United States Congress productivity and performance measurement frameworks.

Dr. Okereke’s expertise further contributed to the development of oversight frameworks utilized in investigations concerning the Nigeria Rail Modernisation Project and associated international loan arrangements. His institutional strengthening work also supported reforms that enhanced treaty management processes and contributed to the re-establishment of Nigeria’s National Depository of Treaties under the Federal Ministry of Justice.

A Fellow of the Institute of Strategic Management of Nigeria. Chartered, Dr. Okereke serves as a resource person to numerous national and international institutions on governance, legislative development, public policy, leadership, democratic accountability, institutional reform, and public sector performance management.

He co-developed the Youth Leadership Programme hosted by the National Institute for Policy and Strategic Studies (NIPSS), Nigeria’s premier public policy institution, helping to nurture emerging leaders through strategic leadership development, civic responsibility, and national transformation initiatives.

Beyond governance, Dr. Okereke has undertaken specialized studies in security management, strategic operations, conflict management, and national security, equipping him with practical knowledge of contemporary security challenges, peacebuilding, and governance responses.

He is the Convener of the National Political Equity Movement, a national platform dedicated to promoting political equity, social justice, consensus building, inclusive governance, and national cohesion through strategic civic engagement and democratic participation.

Dr. Okereke is also the Founder of the Project Hope Alive Initiative, a nonprofit organization dedicated to educational support, leadership development, mentoring, and social intervention for vulnerable children. Guided by the philosophy, *”Every Child Is Your Child,”* the initiative has directly impacted more than 10,000 school children through educational, mentorship, and leadership development programmes.

He previously served as National Director of the National Children Leadership Conference organized by Caldev Africa, an initiative that has empowered thousands of children and young leaders across Nigeria and the African continent.

His leadership journey began in student activism, where he served as President of the Students’ Union Government of the University of Nigeria. He later served as Deputy National Youth Leader of the Alliance for New Nigeria and represented Nigeria at the 10th Commemorative Conference on the African Youth Charter, contributing to the development of peer-review mechanisms and accountability frameworks for youth development across Africa.

Through his contributions to governance reform, legislative innovation, parliamentary strengthening, fiscal accountability, democratic institution building, youth empowerment, political inclusion, leadership education, and social impact, Dr. Chibuzo Okereke has emerged as one of Nigeria’s notable voices in democratic governance, legislative modernization, institutional transformation, and public sector accountability.
